2017-18 Budget Discussion:  Deputy Superintendent/Chief Financial Officer Mike Martindale made a presentation regarding the development of the 2017-18 budget.  


The board reviewed staffing and budgeting priorities for 2017-18 and were presented with a draft of revenue and expenditure numbers.  These initial numbers in March reflected an overall deficit budget of $5,413,101 and the numbers reported in June showed a proposed deficit budget of $3,581,897.  The current projected numbers reported this evening showed a deficit of $3,084,824.


The projections include a current assumption of a 2.90% enrollment growth, a 10.10% increase in property values, a potential $2.18 million to be used toward employee raises and $2.366 million for opening Pecan Trail Intermediate and new positions throughout the district.


Current budget runs show a Chapter 41 recapture payment back to the state of more than $5.8 million, offsetting the potential increase in revenue from the increased property values.


CSISD will continue to monitor and adjust revenue projections according to property values and update expenditure projections over the next month.  The 2017-18 budget and tax rate will be adopted at the August board meeting.


Any adopted budget deficit would be made up by utilizing funds from the district’s fund balance, which currently has a balance of more than $32 million.


Receive report on STAAR and End of Course Exam performance:  Executive Director for Special Services and Accountability Molley Perry gave a report on STAAR and End of Course Exam results.


CSISD students outperformed the state averages in all subjects and all grade levels.

REGULAR MEETING

Approval of employee salaries and health insurance benefits:  The board approved employee salaries and health insurance benefits for the 2017-18 school year.


All CSISD will receive a 1.5% pay increase off their base salary.


In addition, CSISD will implement equity adjustments to current employees as recommended by the recent TASB salary study to make salary and pay schedules more reflective of the current market.


Some examples of the changes in these proposed schedules are:

  • increasing first-year teachers salaries from $41,200 to $42,500
  • increasing custodians, child nutrition workers, and bus monitors minimum from $8.82/hour to $10/hour
  • increasing computer techs minimum from $15.21/hour to $17.23/hour
  • increasing classroom instructional assistants minimum from $9.04/hour to $10.00/hour.

Finally, due to the escalating costs of health insurance, CSISD will increase its contribution to employee health insurance premiums by $10 per month per full-time employee participating in its insurance programs. This adjustment will ensure there is a no-cost insurance option available to full-time employees.


In all, the district is investing $2.18 million to implement the changes to the salary and benefits structure.  This 1.5% across-the-board raise will increase the district yearly expenditures by approximately $1.23 million.  The district will be investing approximately $790,000 in equity adjustments to implement these proposed salary and pay schedules.  The collective increase to the budget for the $10 per month increase in insurance contributions will total approximately $150,000.


Board Policy FC (Local):  After several months of discussion and development, the board adopted a policy regarding rezoning.


Board Policy FC (Local) contains options on how to structure future rezonings as well as what thresholds would trigger considering future rezonings. The data points include the disparity of percentage of low-SES among campuses as well as the percentage of building usage across the district.

Purchases/Bid Approvals:

  • Approved the purchase of an expansion of the district’s WiFi network for middle, intermediate and elementary campuses from CXtec for the amount of $154,700 to be paid from 2015 bond funds.
