June CSISD Board Workshop/Meeting Recap

This is an overview of some of the agenda items on the June board workshop and meeting. This recap does not include every item on the agendas. Official meeting minutes will be made available on www.csisd.org following approval at the August board meeting.

There is no regularly-scheduled July meeting.


COLLEGE STATION , Texas – The College Station ISD Board of Trustees met Tuesday, June 18.  The following discussions and actions are of note.

WORKSHOP


2013-14 budget discussion (four percent pay increase adopted in regular meeting):  The board continued discussions on the 2013-14 CSISD budget, specifically a potential pay raise for faculty and staff.  The last three years, CSISD employees received a one percent salary increase in 2010, a $38 per month increase in benefit contribution in 2011, and a 1.5 percent salary increase in 2012.


The board discussed the merits of a four percent raise for CSISD employees to offset the rising cost of insurance and inflation.


A budget projection, which included a four percent raise, was presented to the board.  The preliminary budget shows a deficit of $3.78 million, which would be covered by the district’s fund balance, or savings account, which contains more than $31 million.


The board will continue to discuss and adjust the budget through August, when it will adopt a budget and set the tax rate for 2013-14.


Although the budget has not officially been adopted, the board approved the salary and benefits portion of the budget, to include a four percent pay increase, for CSISD employees.  


CSISD long-range educational planning:  The district’s long-range educational planning committee met six times in February, March and April to discuss the facility and capital project needs of CSISD due to student enrollment growth, as well as maintenance and security needs.  The 36-member committee consisted of 24 parents and community members, 10 CSISD employees, and two school board members.


The committee discussed several potential projects, including:

  • Safety upgrades

  • Center of Alternative Learning

  • Elementary no. 9

  • Technology upgrades

  • Buses and vehicles

  • Deferred maintenance

  • AMCHS renovations

  • Land acquisition

  • Renovating operations

  • Support services relocation

  • Natatorium - 50 meters X 25 yards or 35 meters X 25 yards


The board will continue to review, study and discuss the potential projects through August, and has a deadline of August 26 to vote to call a bond election for November 5.  If a bond election is called, the board will also determine which of the items will be included.


Kids Klub:  Beginning next school year, CSISD will begin to transition to being the exclusive provider for Kids Klub.  Kids Klub has long been a partnership between the school district and the City of College Station, but after the transition year in 2013-14, CSISD will be solely responsible for the operation and administration of Kids Klub in 2014-15.  There will be no additional expense to the CSISD budget because Kids Klub is self-funded.


REGULAR MEETING

Purchase of air conditioning chiller for AMCHS:  The board approved the purchase of an air conditioning chiller for A&M Consolidated High School for the amount of $205,250.00 from Carrier Corporation.  The purchase will be made with 2009 bond funds as part of the current AMCHS renovations.


2013 preliminary TAKS, STAAR, and STAAR End of Course results:  Dr. Clark Ealy, Deputy Superintendent for Administrative Services, gave a report detailing the preliminary TAKS, STAAR, and STAAR End of Course Exam results for CSISD.  The following charts represent CSISD’s passing rate in each grade level and subject compared to those of the state.

Interlocal Agreement with City of College Station related to School Resource Officers:  The board approved an interlocal agreement with the City of College Station to assign school resource officers to A&M Consolidated High School, College Station High School, A&M Consolidated Middle School, College station Middle School and the Center for Alternative Learning.


In this agreement, the number of officers will increase from three to four.  CSISD will pay 75 percent of the resource officers’ salary and benefits, while the College station Police Department will pay 25 percent.


College Station PD has provided officers in CSISD schools since 1994 and the new agreement is for a three-year term.
