December CSISD Board Workshop/Meeting Recap

Note:  This is an overview of some of the agenda items on the December board workshop and meeting.  This recap does not include every item on the agendas.  Official meeting minutes will be made available on www.csisd.org following approval at the January board meeting.

COLLEGE STATION , Texas – The College Station ISD Board of Trustees met Monday, December 19.  The following discussions and actions are of note.

WORKSHOP

New Vision for Texas Public Schools:  Dr. Eddie Coulson, CSISD Superintendent of Schools, led a discussion with the board about the New Vision for Texas Public Schools.

In conjunction with the Texas Association of Schools Administrators (TASA) the Public Education Visioning Institute has developed conceptual themes for school reform:
  • Accountability:  Construct a parallel system that would emerge and displace the present federal & state bureaucratic “realtor and media” system.
  • Assessment:  Develop organizational capacity for authentic classroom assessment that would provide meaningful data for teachers, parents, and policy-makers.
  • Learning Standards:  Model processes that result in “coalescing instructional standards” that would allow for assessment that can distinguish between effective and ineffective instruction.
  • Digital learning environment:  Develop organizational capacity to use the digital environment to improve rigor, relevance, and relationships in our learning communities.

The board will have ongoing discussions regarding the New Vision for Texas Schools at future board meetings and try to determine how these concepts might be integrated in CSISD.

Wolf Pen Creek Tax Increment Financing (TIF) update:  CSISD is working with school finance attorneys from Moak, Casey and Associates to determine what will be done with the district’s portion ($1.2 million) of the Wolf Pen Creek TIF money.  According to the attorneys, and because of current school formula-funding financing laws, it is not as simple as the City of College Station writing a check to CSISD.  In fact, if CSISD accepts this money as direct revenue, CSISD will have to send all of the money to the state.  With the help of Moak, Casey and Associates, CSISD is exploring alternative solutions.

2009 Bond Update:  Deputy Superintendent for Administrative Services Dr. Clark Ealy updated the board on projects related to the 2009 bond package.
  • A&M Consolidated High School Renovations:  A portion of the 2009 bond package was designated for renovations to A&M Consolidated High School.  Phase I of the renovations are scheduled to take place in the summer of 2012 and will include: Career and Technology classroom upgrades, three art studios, special education classroom upgrades, electrical and HVAC upgrades, and a new front entrance facade.  Phase II of the project is tentatively scheduled to be completed in summer 2013 and will include the repurposing of space in the main entry to create a new student commons area and additional work to the library.  The architectural plans are currently available for contractors to bid on the project.  The district will open the bids in competitive-sealed-bid process on January 10, 2012.  The Board is scheduled to consider the guaranteed maximum price for phase I of this project at their regularly scheduled meeting in January.
  • College Station High School:  The project is in budget and still on schedule for completion in June 2012.  The project has surpassed 79% completion.

PUBLIC FORUM REGARDING AEIS REPORT

Dr. Ealy presented the highlights of CSISD’s 2010-2011 Academic Excellence Indicator System 2010-2011 report.  The report included:
  • results from the Texas Assessment of Knowledge and Skills (TAKS)
  • completion and dropout rates
  • other student performance data
  • district staffing and financial data
  • measure of data quality (accuracy)
  • student performance in post-secondary institutions
  • goals reflected in the Title IX SDFS evaluation

REGULAR MEETING

Annual Financial and Compliance Report:  The firm Hereford, Lynch, Sellars & Kirkham, Certified Public Accountants, conducted the annual financial and compliance audit for the fiscal year ended August 31, 2011.  The district received an “unqualified report” with no significant findings or material weaknesses.  An “unqualified report” is the best possible audit rating.
