January CSISD Board Workshop/Meeting Recap

Note:  This is an overview of some of the agenda items on the January board workshop and meeting.  This recap does not include every item on the agendas.  Official meeting minutes will be made available on www.csisd.org following approval at the February board meeting.

COLLEGE STATION , Texas – The College Station ISD Board of Trustees met Tuesday, January 17.  The following discussions and actions are of note.


New Vision for Texas Public Schools:  Dr. Eddie Coulson, CSISD Superintendent of Schools, led a discussion with the board about the New Vision for Texas Public Schools.

In conjunction with the Texas Association of Schools Administrators (TASA) the Public Education Visioning Institute has developed conceptual themes for school reform including accountability, assessment, learning standards and digital learning environment.

The board discussed ways in which it can continue to provide meaningful leadership to the district in curriculum, instruction and assessment.  One of the specific items discussed was the potential use of six early-release days in order to provide more time for teachers and staff for instructional planning.

2012-2013 Budget Presentation: Budget discussions were focused on the two major portions of the CSISD budget:  The maintenance and operations (M&O) budget and the interest and sinking debt budget (I&S).  According to state law, I&S tax revenue cannot be used to fund any portion of the M&O budget.
  • I&S Budget:  Currently, CSISD collects $.334983 per $100 of evaluation in property taxes to make its debt service payments each year.  By using a portion of the district’s I&S fund balance (savings account), CSISD is considering lowering the I&S tax rate by $.04 next year.  Depending on property values for next year, CSISD may be able to reduce the I&S rate by more than $.04.
  • M&O Budget:  To offset the effects of decreased state funding, CSISD is looking to balance the use of the taxpayer resources, its fund balance, and approximately $1.8 million in budget reductions for the 2012-2013 school year.  CSISD’s M&O tax rate of 1.00005 has not increased in the past five years, and is lower than 90% of Texas school districts.  According to state law, the CSISD Board of Trustees can raise the M&O tax rate to $1.04.  An increase of $.04 will generate approximately $2.5 million in additional revenue for the annual operations of CSISD.

Early projections indicate CSISD will have a planned M&O budget deficit for the 2012-2013 school year of approximately $4.7 million due to the opening of College Station High School.  The deficit will be covered by the district’s M&O fund balance, which is estimated to be $34,289,063 following the fiscal year ending in August 2012.   Of the M&O fund balance, $4 million is the result of the sale of district property on Rock Prairie Road.  The Board may determine to reserve all or part of the $4 million proceeds for acquisition of additional property.

It is projected CSISD will reduce its M&O budget by $1.8 million for the 2012-13 school year and raise the M&O property tax by $.04 to $1.04 in order to get the bottom line to a $4.7 million deficit.  Unless property values decrease, it is anticipated that any increase in the M&O tax rate could potentially be offset by the decrease in the I&S tax rate to some degree.

Adoption of 2012-2013 School Calendar:  The school board unanimously voted to adopt the school calendar recommended to them by the Districtwide Educational Improvement Council (DEIC).  The DEIC reviewed the results of the online voting and chose to recommend the calendar option which received 68.1% of the vote.

A&M Consolidated Renovations:  The board unanimously approved the guaranteed maximum price, the total project budget for Phase I of the renovations to A&M Consolidated High School.

Approved by the voters of College Station ISD, a portion of the 2009 bond funds were allocated to renovating A&M Consolidated High School.  The work will be done in two phases.  The following work will be done in the summer of 2012:
  • Career & Technology - Class and lab space for STEM and Computer Maintenance
  • Art - Three art studios
  • Special Education - Life Skills/CASL Independent Living Suite
  • Library - Exterior seating
  • Other - Testing office and storage, book room, custodial office, Electrical/HVAC upgrades
  • Front Entrance Facade

More than $5.4 million was allocated for this project.  This figure represents money which was allocated at the beginning of the bond as well as additional money from savings on other projects in the 2009 bond package.

The board approved the total project budget of $4,692,639, which include bids through a competitive sealed-bid process.  That amount is $797,529 below the total allocated amount.

Phase II of the renovations will be put out for bid next winter for completion in the summer of 2013.  Phase II renovations include library upgrades and and converting space for a student commons area.
