March CSISD Board Workshop/Meeting Recap

Note:  This is an overview of some of the agenda items in the March board workshop and meeting.  This recap does not include every item on the agendas.  Official meeting minutes will be made available on following approval at the April board meeting.

COLLEGE STATION , Texas – The College Station ISD Board of Trustees met Tuesday, March 20.  The following discussions and actions are of note.


2012-2013 Budget Discussion / Long Range Final Outlook:  As development of the 2012-13 CSISD budget continues, the CSISD board discussed using the following planning assumptions during the budget development process:
  1. To have a $4.6 million planned deficit budget for 2012-13 for the opening of College Station High School.  The deficit will be made up by using funds from the district’s $36 million fund balance, or savings account.
  2. To implement a $.04 maintenance and operations tax rate increase, which will increase the M&O  tax rate to $1.04.  Currently, CSISD is one of only 10% of districts statewide to have an M&O tax rate of $1.00 of lower.  It is expected the district will be able to decrease the interest and sinking (I&S) portion of the tax rate by as much as $.04 to offset the increase of the M&O rate.

Additionally, Superintendent Dr. Eddie Coulson presented a long-range plan to balance the CSISD budget by 2014-15.  The draft three-year plan will draw down the district’s fund balance to approximately $27 million at the end of the 2014-15 school year and includes budget reductions of $1.115 million from the 2013-14 budget and an additional $1.115 million from the 2014-15 budget.

CSISD Forum, March 29:  CSISD will hold a forum on school finance and accountability to present some issues currently facing the district, including, but not limited to, state funding, the CSISD budget and the new accountability system.  Attendees will have the opportunity to ask Dr. Coulson questions following the presentation.  The forum will be held on Thursday, March 29, at 6:30 p.m. at the Transportation Center.


Resolution concerning high stakes testing:  The CSISD board unanimously adopted a resolution which contains a statement against allowing state testing to continue to drive the accountability system for districts in Texas.  CSISD and its board of trustees is not opposed to accountability and expects to be held accountable for academic, financial, and extra-curricular performance.  However, CSISD believes there should be an accountability system which includes much more than only a test.  Grades, student participation, student projects, college readiness, student academic growth over time, student discipline, tax rate, financial efficiency and other measures should also be factors considered when determining a school district’s success.  The full resolution can be found here:

Resolution to suspending the 15% rule for 2011-12:  The CSISD board unanimously approved a resolution to suspend portions of policies EIA (local) and EIC (local) for the 2011-2012 school year.  On February 17, 2012, Texas Commissioner of Education Robert Scott announced he was modifying the “15% rule” to give district’s the ability to defer implementation of that portion of the new accountability system.  The 15% rule is part of the new accountability system requiring End of Course exams to count as 15% of a student’s final grade in the class.  By deferring the implementation of the 15% rule, the district will have ample time to create policy for implementation in 2012-13.  The full resolution can be found here:

Purchases:  The board unanimously approved the following purchases.
  • AMCHS staff computers from MicroAge for $192,125 from the instructional materials allotment fund.
  • CSHS band uniforms from Fruhauf Uniforms for $58,200.50 from 2009 bond funds.
  • CSHS custodial supplies from Crown Paper, Gulf Coast Paper, Professional Polish, Ray Criswell, T.K. Sales and W.W. Grainger for $97,689.30 from 2009 bond funds.
  • CSHS science supplies from Sargent Welch for a total not to exceed $113,241.60 from 2009 bond funds.
  • Three special needs buses from Longhorn Bus Sales for a total amount of $299,872 from Special Education federal funds.
  • CSHS weightlifting equipment from Power Lift and Conner Athletic Products, Inc. for $165,892.00 from 2009 bond funds.
  • Two 2012 Chevrolet 1500 Suburbans from Caldwell Country Chevrolet for a total amount of $63,370 from Special Education federal funds.

Meal prices for 2012-2013:  Due to meal pricing guidelines set forth in The Healthy, Hunger-Free Kids Act of 2010, CSISD will raise meal prices $.10 for 2012-13.
