October CSISD Board Workshop/Meeting Recap

Note:  This is an overview of some of the agenda items on the October board workshop and meeting.  This recap does not include every item on the agendas.  Official meeting minutes will be made available on www.csisd.org following approval at the November board meeting.

COLLEGE STATION , Texas – The College Station ISD Board of Trustees met Tuesday, October 16.  The following discussions and actions are of note.


CSISD Long-Range Planning:  Dr. Clark Ealy, Deputy Superintendent for Administrative Services, presented information regarding CSISD enrollment and school facility projections.  CSISD’s current enrollment is 11,029 students and has annually grown at a rate of approximately three percent.  With CSISD’s eight elementary schools at a combined 93 percent capacity, it is projected a ninth elementary school could be needed as soon as the 2015-16 school year.  Additionally, based on these projections, three additional campuses could be needed by the end of the decade: a third intermediate a third middle school and a 10th elementary.  This topic will be discussed further in future workshops and meetings.


Financial Management Report / FIRST Ratings:   Deputy Superintendent for Business Services and Human Resources, Glynn Walker, made a presentation on CSISD’s superior rating in the Financial Integrity Rating System of Texas (FIRST).  CSISD received a perfect score on the report for the 2010-2011 school year, which is the most recent report given by the state.  The report for the 2011-2012 school year will be released next year.

The purpose of the financial accountability rating system is to ensure that school districts and open-enrollment charter schools are held accountable for the quality of their financial management practices and achieve improved performance in the management of their financial resources.  The system is designed to encourage Texas public schools to manage their financial resources better in order to provide the maximum allocation possible for direct instructional purposes.


Superintendent Contract:  After meeting in executive session to discuss the contract of Superintendent Dr. Eddie Coulson, the board reconvened in open session and unanimously approved a one-year contract extension and a 1.5% pay raise.  With the extension, Coulson’s contract will expire on June 30, 2015, and his annual salary will be adjusted to $184,527.  All other CSISD employees received a 1.5% pay increase in May.

Purchases:  The board approved annual support and maintenance agreements for Hewlett Packard hardware support in the amount of $61,578.  This support for this server houses the district’s SunGard Public Sector student and financial systems.
