January CSISD Board Workshop/Meeting Recap

Note:  This is an overview of some of the agenda items on the January board workshop and meeting.  This recap does not include every item on the agendas.  Official meeting minutes will be made available on www.csisd.org following approval at the February board meeting.

COLLEGE STATION , Texas – The College Station ISD Board of Trustees met Tuesday, January 15.  The following discussions and actions are of note.


CSISD Long-Range Planning:  CSISD’s current enrollment is more than 11,000 for the first time ever and, historically, has grown at a rate of approximately three percent annually.  With CSISD’s eight elementary schools at a combined 93 percent capacity, it is projected a ninth elementary school could be needed as soon as the 2015-16 school year.  Additionally, based on these projections, three additional campuses could be needed by the end of the decade: a third intermediate, a third middle school and a 10th elementary.  

At the November board workshop, the board charged the district to form a community-based committee to examine the potential needs of the district.  In addition to determining building needs for student enrollment growth, the board asked that the committee evaluate any capital projects pertaining to deferred maintenance, infrastructure, transportation, technology, land needs, and capital projects which could make already existing school buildings safer.

The long-range planning committee, which is in the process of being formed, will begin meeting in February and will likely have suggestions for the board of trustees by May.


Resolution to Suspend 15% Rule:  The board unanimously approved a resolution to suspend portions of board policies EIA (Local) and EIC (Local), specifically pertaining to the provision requiring performance on End of Course Exams to count as 15% of a student’s final course grade.

On November 30, 2012, Commissioner of Education Michael Williams announced districts have the option to defer this requirement for the 2012-2013 school year.  This is the second year the statutory requirement has been deferred, as former Commissioner Robert Scott implemented a similar deferral for the 2011-12 school year.

Adoption of 2013-14 School Calendar:  The board unanimously voted to adopt calendar option “green” for the 2013-14 school year.

The Districtwide Educational Improvement Council (DEIC) developed four draft calendar options, and after receiving initial feedback, narrowed the calendar options to two.  The two calendar options were available on the district’s website from November 26 to January 4 for voting and open-ended comment by the public.  In that time period, the district received 1,166 responses.  Option “green,” which ends in May 2014 and closely resembles the current calendar,  received 63.8% of the public vote.  Option “red,” which ends June 5 and has fall semester final exams after the winter break, received 36.2% of the vote.

On January 14, the DEIC reviewed the voting results and feedback and voted 18-3 to recommend calendar option “green” to the board.

Approval of Guaranteed Maximum Price for A&M Consolidated High School renovations, Phase II:  The board unanimously approved a guaranteed maximum price of $3,896,000 and a total project budget of $4,618,720 by Pepper-Lawson Construction, L.L.P., for phase II renovations of A&M Consolidated High School.  

The GMP was determined through competitive-sealed proposal bid process and the proposed project budget is $13,474 below the planning amount.  The funds for the upgrades were approved by College Station ISD voters in a May 2009 bond election.

Phase II renovations will include the following:

  • Redesigned and renovated media center (library)
  • Relocated stairs to improve traffic flow
  • Student commons area located at front entrance
  • Upgrades to auditorium and lecture hall
  • Electrical upgrades to the oldest portion of the building
  • HVAC upgrades to the older gymnasium

The renovations will start and be completed this summer.
