March CSISD Board Workshop/Meeting Recap


Note:  This is an overview of some of the agenda items on the March board workshop and meeting.  This recap does not include every item on the agendas.  Official meeting minutes will be made available on www.csisd.org following approval at the April board meeting.


COLLEGE STATION , Texas – The College Station ISD Board of Trustees met Tuesday, March 19.  The following discussions and actions are of note.

WORKSHOP


2013-14 Preliminary Budget Discussion: The board began preliminary discussions about the 2013-14 CSISD budget.  The board will continue to work through the budgeting process over the coming months and will adopt the 2013-14 budget and tax rate in August 2013.


Texas Higher-Performing Schools Update:  As one of 23 school districts in the Texas High-Performing Schools Consortium, CSISD has been actively involved in work with other consortium members to develop a new accountability system, which incorporates the following:


  • high-priority learning standards

  • more meaningful assessments which are not solely characterized by multiple choice tests

  • giving local communities more discretion as to how their schools are evaluated

In addition, House Bill 2824 has been filed by R-Bennett Ratliff (District 115), which would amend current law to facilitate the Consortium’s development of innovative, high-priority learning standards and accountability systems.


The consortium was established by the 82nd Texas Legislature to transform public schools into digital learning environments, while developing high-priority learning standards, using multiple assessments, and establishing community-based accountability.


CSISD Long-Range Educational Planning Update:  The district’s long-range planning committee continues to meet to discuss the facility and capital project needs of CSISD.  The committee is expected to have a recommendation for the Board at the May 2013 meeting.


REGULAR MEETING


Preliminary STAAR Results for Grades 3-8:  Dr. Clark Ealy, Deputy Superintendent for Administrative Services, presented the 2011-12 State of Texas Assessments of Academic Readiness Results for grades three through eight.  CSISD students passed all grade levels and subjects at a higher rate than the state average.  While these assessments were administered last spring, they were presented to the Board tonight, because the state did not develop the passing standards for these assessments until this fall.  Districts received their results in January.

Selection of Architect for Long-Range Planning Committee:  The board unanimously approved authorizing the superintendent or his designee to negotiate and execute a contract with VLK Architects to serve as a resource to the Long-Range Planning Committee and to provide architectural services associated with facilities included in a bond program evolving from the work of that committee.


Thirteen architectural firms responded to a Request for Qualifications.  The RFQs were evaluated and two firms were selected to interview with the selection committee.


VLK Architects has a long history of providing excellent service to the district, both in elementary school design and renovations of various facilities.
