COLLEGE STATION , Texas – The College Station ISD Board of Trustees met Tuesday, January 21. The following discussions and actions are of note.
Discussion regarding rezoning for elementary school No. 9: The board finalized the timeline and process for rezoning elementary attendance zones for the start of the 2015-16 school year. CSISD voters approved the sale of $83.5 million in bonds, with one of the projects being the district’s ninth elementary school.

Elementary no. 9 opens / rezoning implemented
Bond sale approved: Citigroup came in as the low bidder to purchase $83.5 million in bonds with a rate of 3.488%. The 25-year, fixed-rate note is scheduled to be paid off in 2039. The final increase in next year’s tax rate is dependent on next year’s property values and will be finalized in August. Prior to the bond passing, the district estimated a tax rate increase of between $.05 and $.08.
The district has a bond sale ratings of “Aa2” by Moody’s, “AA-” by S&P, and “AA+” by Fitch. CSISD will receive the $83.5 million on February 20, 2014.
Approval for the purchase of 30 buses: The board approved the purchase of 30 buses using funds from the 2013 bond program. Of those submitting a request for bid, Longhorn Bus Sales presented the best financial value to CSISD and was awarded the bid for a total amount of $2,765,902. The district will purchase 26 71-passenger buses and four 53-passenger special needs buses.
Approval of purchase of the College Station Conference Center: The board approved the purchase of the 2.35-acre tract of land known as the College Station Conference Center. The conference center will be purchased from the City of College Station for the amount of $788,430 with funds from the 2013 bond program. The cost of the property is fair-market-price minus some of the demolition and abatement costs associated with removing the site’s current structure. CSISD plans to remove the existing structure and use the site to construct the new Center for Alternative Learning.
Approval of site for elementary school No. 9: The board approved the site for elementary No. 9 to be a tract of land the district currently has under contract to purchase, located along the extension of W.S. Phillips Parkway. An approximation of the site location c an be seen on the right side of this page.
The site was chosen in an area of College Station, where the city is experiencing a high volume of development. Greens Prairie Elementary opened in 2011 with an enrollment of 450, and currently has 665 students. Additionally, Creek View Elementary has 671 students. Both are estimated to have more than 700 students enrolled next year. Elementary No. 9 will provide necessary relief to Greens Prairie and Creek View when it opens in August 2015.
