April CSISD Board Workshop/Meeting Recap

Note:  This is an overview of some of the agenda items on the April board workshop and meeting.  This recap does not include every item on the agendas.  Official meeting minutes will be made available on www.csisd.org following approval at the May board meeting.  


Community-Based Accountability System DIscussion:  Though the work with the Texas High Performing Schools Consortium, College Station ISD has been exploring ways to construct a meaningful accountability system that measures what this community believes is important.  As a part of House Bill 5, each school district is now required to develop a system to evaluate itself and each of its campuses in the following areas:

  • Fine arts

  • Wellness and PE

  • Community and parent involvement

  • 21st century workforce development

  • Second language acquisition

  • Digital learning environment

  • Dropout prevention strategies

  • Gifted and talented programs

  • Reporting and policy requirements

Dr. Clark Ealy, CSISD Deputy Superintendent for Administrative Services, presented a first draft of a community based accountability system for the 2013-14 school year that includes all of the components required under HB 5.  The district must have its self-evaluations completed and submitted to the Texas Education Agency by June 26, 2014.  All campus and district ratings will be released on August 8, 2014.


Elementary No. 9 named “Spring Creek Elementary:”  One of the signature projects of the 2013 bond package passed by the voters, was the construction of a ninth elementary school in CSISD.  The board unanimously voted to name the new school Spring Creek Elementary.  The school will be located on a parcel of land which contains a portion of Spring Creek and construction will soon begin.  Spring Creek Elementary will open in time for the 2015-2016 school year.

Dr. Clark Ealy named CSISD superintendent:  It’s official.  The CSISD Board of Trustees unanimously voted to name CSISD Deputy Superintendent for Administrative Services, Dr. Clark Ealy, superintendent to replace Dr. Eddie Coulson, who is retiring on June 27.  Dr. Ealy will begin his new role on June 27, 2014.  

2014-15 District Improvement Plan approved:  Each year, the CSISD District Educational Improvement Council, or DEIC, has the responsibility of recommending the District Improvement Plan to the Board.  The DEIC - comprised of parents, business leaders, community members, teachers and administrators - met to review data a feedback related to student performance, educational practices, parental involvement, and safe learning environments in order to comprise the plan.  The recommended plan was adopted by the Board and can be seen by clicking the following link.

Guaranteed maximum price for Spring Creek Elementary:  The board approved the guaranteed maximum price for the construction of Spring Creek Elementary.

The planning amount for the project in the 2013 bond package is $20,000,000.  The guaranteed maximum price from Joeris General Contractors obtained through a competitive-sealed-bid process is $16,815,913.  The total project budget is $19,974,868, or $25,132 below the planning amount.

B-CS Convention and Visitors Bureau natatorium feasibility study:  The Board approved the contribution of $5,000 to the funding of a feasibility study for a community natatorium.  The Bryan-College Station Convention and Visitors Bureau (CVB) has formed a task force to study the building and operating of a community natatorium.  CSISD is represented on the task force with representatives from Bryan ISD, the cities of College Station and Bryan, Texas A&M Rec Services and others.

Bad Weather Day Waivers approved:  The board approved a waiver application for lower attendance on bad weather days occurring on January 24 and January 28, 2014.  CSISD started school late three days this past winter because of bad weather and student attendance on some of those days was lower than normal.  If the waiver is granted, the low-attendance days are excluded from average-daily-attendance calculations, which affect CSISD funding from the state.

Purchases:  Several purchases of more than $50,000 were approved by the board in April.

  • Two (2) International 4300 box trucks with lifts from Santex Truck Centers for a total of $153,142.00 from 2013 bond funds.

  • Bus communication hardware and GDS units from Sprint for a total of $51,888.64 from 2013 bond funds.

  • Toro Groundmaster 5900 Mower from Professional Turf Products for a total of $82,488.15 from 2009 bond funds.

  • Chiller coil replacement  for Rock Prairie Elementary from Entec Sales and Service for $68,400.00 from 2013 bond funds.

  • A&M Consolidated High School band uniforms from Stansbury Uniforms for the amount of $76,770.00 from 2009 bond funds.

  • District-wide video security system from Design Security Controls for a total cost not to exceed $690,618.05 from 2013 bond funds.
