June CSISD Board Workshop/Meeting Recap

COLLEGE STATION , Texas – The College Station ISD Board of Trustees met Tuesday, June 16.  The following discussions and actions are of note.

 

WORKSHOP


2015-16 Budget:  The Board of Trustees continued discussing the 2015-16 budget.  Administrators reviewed the amended budget assumptions that were used for this budget run.  Revenue projections were conservatively based on a 4% enrollment increase and a 8% property value increase.  Appropriations projections have included a 2.0% salary increase for all employees.


The statewide school funding cuts in 2011 reduced the district’s available revenue approximately $7 million per year.  CSISD has addressed the shortfall with a combination of budget reductions and the adoption of annual deficit budgets.  Each year, the deficit has been supplemented with the district’s fund balance, or savings account, and each year the actual year-end deficit has been lower than adopted.  


For the 2014-15 school year, CSISD adopted a $3.03 million-deficit.  Current projections show an actual deficit of approximately $2 million for the 2014-15 fiscal year.


The state budget from the 2015 legislative session added $1.5 billion into the upcoming biennium.  Early indications are CSISD could receive between $451, 000 and  $2.3 million in additional funding depending on the funding model.


Budget work will continue throughout the summer and the CSISD Board of Trustees will adopt a budget and tax rate at the August 2015 meeting.


School Calendar Development Process:  The school board developed a set of parameters to develop future school calendars.


The parameters include:

  1. Schedule the first day of school as early as allowed by the state.

  2. Schedule the fall semester to end prior to the winter break.

  3. Schedule spring break be the same week as Texas A&M University.

  4. Schedule the spring semester end prior to June.


REGULAR MEETING

Preliminary STAAR-EOC performance report:  Molley Perry, Executive Director for Special Services and Accountability, gave a report regarding preliminary score data for the State Assessment of Academic Readiness (STAAR) test.


Students in grades 3-8 take tests in reading, math, science, and social studies, depending on their enrolled grade level.  High school and middle school students enrolled in Algebra I, English I, English II, Biology, and US History take STAAR End of Course (EOC) exams.


Because of the change in the standards for math in grades 3-8 this year, the state has not yet released the passing standards for math in those grades.  The passing percentages for school districts and the state are expected  in August 2015.


In the “all students” category, CSISD students passed at a significantly higher percentage than the state averages in every grade and subject.

Employee Salaries for 2015-16:  After discussions in the workshop session regarding increased health insurance premiums for 2015-16, the board did not act on the agenda item regarding employee salaries for next year.  Since the new insurance premiums were released after the workshop and meeting agendas were posted, pushing the item to a later date will allow administration to further evaluate salary increases and the district contribution toward insurance premiums.


Since the unprecedented state budget reductions in the 2011 legislative session, CSISD employees have seen modest pay and insurance contribution increases.


  • 2010-11:  1.0% salary increase

  • 2011-12:  No salary increase, $38/month increase in employer contribution to insurance premiums

  • 2012-13:  1.5% salary increase

  • 2013-14:  4.0% salary increase

  • 2014-15:  1.8% salary increase

  • 2015-16:  TBD


Purchases/Bid Approvals:

  • Approved bid for Printing Services to Tops Printing (AlphaGraphics) for three years - July 1, 2015 to June 30, 2018.

  • Approved proposal for floral and craft supplies to Brick Art Materials, Hobby Lobby Creative Centers, Kroger, School Specialty Inc., Southern Floral Co. for two years - July 1, 2015 to June 30, 2017.

  • Approved bid for pizza to Pizza Hut for the 2015-16 school year.

  • Approved the purchase for start-up equipment and supplies for the Biotech Lab at College Station High School under TASB Buy Board Contract from Sargent Welch for the amount of $71,603.28 from 2009 bond funds.

  • Approved the purchase of replacement boilers for College station Middle School under Buy Board Contract from Entech for the amount of $336,420 from 2009 bond funds.

  • Approved the purchase of replacement parking lot lighting for College Station High School from Batteries Plus for the amount of $70,635 to be paid for from 2013 Bond Funds, deferred maintenance.
