Like employers across the country, CSISD continues to face rising healthcare costs driven by inflation, increasing prescription drug expenses and higher utilization of healthcare services. After evaluating multiple options through a competitive request for proposals process, CSISD determined that Baylor Scott & White Health Plan offered the strongest combination of affordability, benefits and access to care for employees and their families.

The district’s current provider, Blue Cross Blue Shield of Texas, proposed a 27.9% premium increase for the 2026-27 plan year. That increase follows a 6.0% increase in 2024-25 and an 8.5% increase in 2025-26, bringing the cumulative increase over the past three years to 47.1%.

In practical terms, the employee-only PPO plan increased from $580 per month in 2023-24 to $668 per month this year and would have increased to nearly $854 per month under the proposed renewal.

The Baylor Scott & White plans still reflect an increase in healthcare costs, but the increase is significantly lower than the proposed Blue Cross Blue Shield renewal.

Overall, premiums under Baylor Scott & White are projected to increase by approximately 4% to 15%, depending on the plan selected. By comparison, the proposed Blue Cross Blue Shield renewal would have increased premiums by 27.9% across all plans and coverage tiers.

Maintaining the district contribution was an important consideration throughout the process:

• $510 per month ($6,120/year) for HMO plans
• $472 per month (5,664/year) for HSA and PPO plans

CSISD continues to provide one of the highest district contributions toward employee healthcare premiums among our peer districts:

Anytime an employer changes insurance providers, there may be some change in qualified providers. During open enrollment, employees are encouraged to speak with CSISD Human Resources and Baylor Scott & White representatives to understand what possible changes may be coming to their plan.

A network analysis found that between 74.5% and 84.2% of providers currently used by CSISD employees are included in the new Baylor Scott & White networks, depending on the plan selected.

Texas Children’s providers are included in all networks, and the Access PPO plan offers expanded coverage outside the local area through the UnitedHealthcare PPO network.

During the enrollment period, employees will have access to provider directories and resources to help determine whether their preferred doctors are in-network.

The new plans include several features, including:

• First-dollar coverage on HMO plans, meaning many services are covered before meeting the deductible
• $0 virtual care visits on all plans
• Continued access to Texas Children’s providers
• Expanded PPO coverage outside the local service area through the UnitedHealthcare network
• Lower prescription drug copays
• Wellness and diabetes management programs
• $0 diabetes medications and supplies for enrolled participants
• A 24/7 nurse line and dedicated local customer support
