ELIGIBILITY REQUIREMENTS
Age Eligibility
- Early Head Start: an infant or toddler younger than three years old, or a pregnant mother
- Head Start: child must be 3 or 4 years of age by September 1 of the upcoming school year
- Pre-K: child must be 4 years of age by September 1 of the upcoming school year
Income Eligibility
- Head Start services are available if your family meets the Federal Poverty Guidelines. Visit the HHS webpage for guidelines.
- Pre-K services are available if your family meets the Income Guidelines. Visit the National School Lunch Program webpage for guidelines.
Priority Eligibility
Head Start eligibility is granted, if your family meets any of the following categories:
- Income eligible (see above)
- The child to be enrolled is in foster care
- The family is receiving benefits or services through the SNAP food program
- The family is receiving benefits or services through the TANF Program
- A family member living with and supported by you is receiving Supplemental Security Income benefits (SSI)
- The family is homeless
Pre-K eligibility is granted, if your family meets any of the following categories:
- Income eligible (see above)
- The family is homeless
- The child is unable to speak or comprehend the English language
- Is eligible to participate in the national free or reduced-price lunch program
- The child is, or has been, in the conservatorship of the Department of Family and Protective Services
- The child of an individual eligible for the Star of Texas Award
- The child of an active duty, injured in the line of duty, or killed in the line of duty member of the armed forces of the United States, including the state military forces or the reserves
- The child of a College Station ISD teacher who serves in an instructional setting for more than 4 hours per day and meets the definition of teacher according to Texas Education Code. Per TEA: “Classroom teacher” means an educator who is employed by a school district and who, not less than an average of four hours each day, teaches in an academic instructional setting or a career and technology instructional setting. The term does not include a teacher's aide or a full-time administrator.
Residency Eligibility

Proof of Age
Birth Certificate and Social Security
Card or Passport

Proof of Residence
Current gas, electricity or water bill or current rental/lease agreement with your name and address.

Proof of Income
Please bring all that apply: Current Tax Return, W2, 2 most recent pay stubs, evidence of SNAP, TANF, SSI, Grants, Scholarships,
Child Support,
Unemployment, Worker’s Compensation.

Proof of Guardianship
(If applicable) Foster Care Letter or Child Protective Services Documentation, Divorce Decree, or any Documentation from the Court System.

Proof of Disability
(If applicable) Individualized Educational Plan (IEP) or Individualized Family Service Plan (IFSP), or a doctor’s note with a medical diagnosis.

Proof of Medical Status
Child’s Immunization Record,
Medicaid/CHIP/Insurance Card, most recent Well Child Check, most recent Dental Exam.
2025-2026 Online Application
To apply for the Early Head Start, Head Start or Pre-K Program, please complete our online application, available in English or Spanish. After submitting the online application for your child, please bring the required documentation to the Early Education Office located at 1812 Welsh Ave. Computer access is available at the Early Education Office, if needed.
If anyone in your immediate family has ever applied for services at College Station ISD Early Head Start, Head Start, or Pre-K, you do not need to fill out an online application, as your family is already in our system. Please bring your supporting documents to the Early Education Office, where you will be able to update your application information.
