State Compensatory Education (SCE)
The State Compensatory Education (SCE) program is designed to provide extra support for students who are identified as at risk of dropping out of school. These services supplement the regular education program and aim to boost academic achievement while lowering the dropout rate.
Who Is Considered At-Risk?
In accordance with Texas state law, students under the age of 26 who meet one or more of the state’s 15 at-risk criteria are identified as needing additional support. These criteria include academic struggles, certain family situations, and other factors that may place a student’s education in jeopardy.
What Does SCE Provide?
SCE funding is used to offer targeted support and services that go beyond what is provided through the regular education program. These services may include:
- Academic intervention programs, including before/after-school tutoring, summer school, and credit recovery programs
- Additional instructional staff and Instructional Coaches
- Counseling or social-emotional support
- DAEP (Disciplinary Alternative Education Program)
- Pregnancy-Related Services
All SCE resources must be supplemental, meaning they cannot replace regular education services. If a program or service is not producing the desired results, resources must be redirected to more effective solutions.
Program Requirements
Texas law requires that:
- Every school district identifies students who meet the state’s at-risk criteria
- Services and programs are documented and evaluated for effectiveness
- Results are used to address academic disparities and improve high school completion rates
- Campus and District Improvement Plans serve as the primary records for SCE expenditures and describe specific, campus-based strategies
- All programs are based on a Comprehensive Needs Assessment that reflects the unique needs of each campus
