Title I

Each year, College Station ISD applies for Title I funds to supplement state and local education funding. The amount we receive is based on the number of students from low-income families enrolled in our schools.

Once the Texas Education Agency (TEA) notifies us of the Title I grant award, we reserve a small portion of the funds for:

• Parent and Family Engagement programs
• Professional learning and instructional support for teachers
• Support for homeless students
• Summer school programs for students at Title I campuses

The remaining funds are allocated to Title I-designated campuses, using a formula based on the campus’ student enrollment and the percentage of students eligible for free or reduced-price meals.

The Title I Schoolwide Program aims to provide all students with the resources and support they need to meet challenging academic standards. Campuses receiving Title I funds must use the funds as part of their Campus Improvement Plan (CIP), which is developed from the Comprehensive Needs Assessment (CNA).

Title I Schoolwide Program campuses focus on strategies that improve student performance and upgrade the entire educational program, such as:

• Academic interventions
• Instructional programs
• Supplemental teachers
• Additional materials and supplies
• Professional development for teachers
• Parent and family engagement activities

College Station ISD designates campuses as Title I Schoolwide Program campuses when their poverty rate is 40% or higher. Currently, CSISD has 10 Title I Schoolwide campuses:

Elementary Schools:

• Creek View Elementary School
• College Hills Elementary School
• River Bend Elementary School
• Rock Prairie Elementary School
• South Knoll Elementary School
• Southwood Valley Elementary School

Intermediate Schools:

• Cypress Grove Intermediate School
• Oakwood Intermediate School

Middle Schools:

• A&M Consolidated Middle School
• College Station Middle School

As the parent of a student at a Title I campus, you have the right to request the following information about each of your child’s classroom teachers.

• Whether the teacher meets the federal qualifications and state certification criteria for grades/subjects taught.
• Whether the teacher is teaching under emergency or probationary status because of special circumstances.
• The teacher’s college major, level of degree, and the field of the certificate/degree.
• The qualifications of any paraprofessional providing services to your child.  

As a parent of a student at a Title I campus, you have the right to know if your child has been assigned or has been taught for four or more consecutive weeks by a teacher who does not meet the Federal requirements of highly qualified teachers. 

Each Title I-designated campus will provide each student’s parents with information about their child’s level of achievement in each of the required state academic assessments.  

The Every Student Succeeds Act (ESSA) recognizes the importance of the participation of parents and families in education to help children achieve. Title I PFE funds aim to enable parents and families at Title I-designated campuses to participate in school-related meetings and/or training sessions that will help increase student academic achievement. 

Each campus that receives Title I funds develops a Campus Parent & Family Engagement Policy and a School-Parent Compact. As a district, with the help of families, we create a Title I Parent & Family Engagement Policy. These policies guide the opportunities for us to work together.

A fundamental principle of Title I, Part A federal funding is: ”Supplement, Not Supplant.” Title I, Part A Program funds may only be used for supplemental activities that are designed and implemented to meet the educational needs of economically disadvantaged students, federal funds may never be used to take the place of required programs and services.

College Station ISD is required to submit a Neutral Methodology statement to demonstrate that all campuses are funded equitably and have received their fair share of state and local funding.

Title I funds may be used to hire supplemental teachers and/or staff at a given Title I-designated campus. In addition, Title I funds may be used to compensate existing staff to provide supplemental instruction or to participate in supplemental training and/or planning outside of their regular contractual days/time. 

The purchases of supplemental supplies and materials are conducted in accordance with EDGAR regulations and CSISD purchasing guidelines and are closely monitored through an approval process on the district’s financial platform.
