Law Enforcement in Schools

Yes. In 2023, the Texas Legislature passed House Bill 3, requiring districts to assign armed personnel at every campus during school hours. In compliance with the law, College Station ISD partners with Brazos County Sheriff's Office to provide armed personnel at middle and high school campuses, and TNT Security Solutions to provide armed personnel at elementary and intermediate campuses.

Texas Education Code section 37.081 states that a school board has four options for employing security personnel:

• Employing or contracting with security personnel
• Entering into an MOU for SROs provided by a local law enforcement agency or a city or county that employs commissioned peace officers
• Contracting with a security services contractor licensed under Texas Occupations Code chapter 1702 for a commissioned security officer who has completed the Department of Public Safety Level II or III training course
• Commissioning its own peace officers

Brazos County Sheriff's Office School Resource Officers (SROs) are commissioned peace officers employed by the Sheriff's Office.

TNT Security Officers complete Level III training through the Texas Department of Public Safety to obtain a Commissioned Security License (Armed Security—Level III) in Texas. All TNT Security Officers contracted by the District have completed this training, submitted it to the state, and been issued their licenses in compliance with the regulatory standards.

The primary responsibility of SROs and security personnel at CSISD schools is to secure campuses and monitor/respond to any safety or security concerns during the school day or at school events. While security personnel do not enact school discipline or perform administrative tasks, they may be involved in investigations of safety and security concerns.

College Station ISD works closely with local law enforcement to support the safety and security of its schools. In the event a law enforcement officer from a local, state or federal agency enters a CSISD school or facility requesting access to students or students’ information, campus and district administrators are notified and follow appropriate procedures to ensure that the request complies with federal privacy laws (i.e. FERPA).  FERPA prohibits the sharing of confidential student information without lawful subpoena/warrant or permission from the student's legal guardians.

CSISD has and continues to comply with federal and state laws regarding the protection of students and student information when they are in our care. Law enforcement is only granted access to students or students’ information when campus and district officials have verified that all required steps have been taken and the law enforcement action does not violate any of the federal privacy protection for students and their records.

No. Every student has the right to enroll in public school, regardless of immigration status, as affirmed by a 1982 U.S. Supreme Court ruling.

No. We do not request or collect information regarding a student’s immigration status.

The district does not maintain this information. Student records are protected by the Family Educational Rights and Privacy Act (FERPA) and can only be shared with parental consent or a valid legal request (i.e. judicial warrant).

No. Since the President’s Executive Order on immigration was signed on January 20, 2025, ICE officials have not been in our schools.

If law enforcement or other authorities enter a CSISD school, front office personnel will notify campus administration. Campus administration will follow established district protocols by:

1. Confirming the officer’s identity and the purpose of the visit;
2. Collecting any documentation related to their visit;
3. Notifying parents/guardians of students involved in the inquiry; and
4. Notifying district officials of the visit.

Any documentation related to an officer's visit is reviewed by district officials and/or legal counsel for validity before officers are granted access to students or their records.
