 COLLEGE STATION, Texas – The College Station ISD Board of Trustees met Tuesday, January 19.  The following discussions and actions are of note.

WORKSHOP

 MAP growth assessments:  Chief Administrative Officer Molley Perry gave a presentation regarding the district’s use of Measures of Academic Progress (MAP) assessments.  

This computer-based, adaptive assessment is administered three times per year for students in grades K-8.  The instrument provides immediate feedback on students’ academic achievement and growth.  Additionally, the assessment indicates how students are performing relative to to their peers in CSISD and across the nation.

Performance data for reading, math and science was reviewed and the various reporting features that campus administrators and teachers are utilizing were discussed.

Despite the challenges associated with COVID-19, students in CSISD are continuing to demonstrate academic progress.

MAP will continue to be an important tool the district continues to use to monitor student learning and inform instructional decisions.

 PUBLIC HEARING - Texas Academic Performance Report (TAPR)

 Texas Academic Performance Report for 2019-20:  Chief Administrative Officer Molley Perry gave a presentation regarding the 2019-2020 Texas Academic Performance Report (TAPR).  The annual TAPR report combines details of district and campus academic performance with financial reports and information about staff, programs, and demographics.

Because of COVID-19, students were not assessed using the STAAR in the spring of 2020.  All districts and campuses were not assigned a letter grade as they were the previous year.

In 2019, CSISD had 888 graduates with a 4-year graduation rate of 92.9% (state - 90.0%) and an annual dropout rate of 3.2% (state - 5.9%).  Compared to the state average of 72.9%, 75.2% of CSISD graduates were college, career or military ready as defined by the state.  While the state average of “college ready” graduates was 53% in 2019, 65.4% of CSISD graduates were college ready.

CSISD graduates had an average SAT score of 1,165 and an average ACT score of 24.3, compared to the statewide average of 1,027 and 20.6, respectively.  In all, 69.1% (36.1% state) of CSISD graduates scored at or above the criterion on these exams.

Notable student statistics from the 2019-20 school year include:

  • CSISD had an attendance rate of 96.4% (state - 95.4%)
  • CSISD ethnic distribution of students: White (52.1%), Hispanic (23.2%), African American (13.5%), Asian (7.1%), two or more races (3.5%), American Indian (0.4%), Pacific Islander (0.2%)
  • CSISD special population percentages: economically disadvantaged (38%), at-risk (39.3%), special education (12.2%), English language learner (11.7%), Dyslexia (5.5%)

Notable staff statistics from the 2019-20 school year include:

  • 30.3% of CSISD teachers hold an advanced degree (state - 24.5%)
  • CSISD teachers average 12.5 years of experience (state - 11.1 years)
  • CSISD had a teacher turnover rate of 14.6% (state - 16.8%)

MEETING

 Approval of 2021-22 CSISD school calendar:  The board approved the school calendar for the 2021-2022 school year.

 Charter for a 2021 Bond Planning Committee Approved:  The board approved a charter for a 2021 Bond Planning Committee.

CSISD Board Policy BDB(Local) allows the Board of Trustees to charter an ad hoc advisory committee to study and make recommendations for things such as long-range planning, including facilities and bonded indebtedness.

Because of refinancing and debt being paid off, CSISD has capacity for a November 2021 bond referendum with little to no increase to the current tax rate. By doing so, CSISD would be able to address some needed projects that can not be funded through regular operating expenses, and take advantage of current low interest rates.

This committee will be formed and meet over the next few months to determine what projects a November 2021 bond might contain and if a bond referendum should even be recommended to the board.

In December, the board received demographic information that showed no immediate need for new school building facilities.  The committee will discuss other items normally funded with bonds, including transportation (buses), facility renovations and maintenance, safety & security, fine arts, land acquisition and technology.

CSISD voters approved the district’s last bond referendum in 2015, which included funding for Pecan Trail Intermediate, Wellborn Middle, River Bend Elementary, renovations to College Station and A&M Consolidated Middle schools, buses, technology, deferred maintenance and land acquisition.
