COLLEGE STATION, Texas – The College Station ISD Board of Trustees met Tuesday, July 16.  The following discussions and actions are of note.

WORKSHOP

Discussion regarding 2019-2020 budget development process:  Deputy Superintendent and Chief Financial Officer Mike Martindale made a fifth presentation regarding the development of the 2019-2020 budget.

The passing of HB 3 infused $11.6 billion into the state budget for school funding and property tax reduction. The new legislation created a net addition of approximately $6 million in the CSISD budget by decreasing the district’s projected recapture payment back to the state from $18 million to $400,000 and compressing the maintenance and operations tax rate from $1.04 to $0.97.

Last month, the board was presented a projected budget deficit of $3.8 million for the 2019-2020 school year.  With the new funding system in place, CSISD was able to give substantial raises to all employees through next year’s compensation plan, which was passed by the board in June.  In addition, CSISD was able add several needed positions -- many to meet increasing needs in special education.

The changes in school funding, coupled with the aggressive compensation plan and the addition of new positions totals to a projected deficit budget of approximately $3.4 million, which would be covered by the district’s $37 million fund balance, or savings account.

CSISD adopted a budget with a deficit of $4.6 million for the 2018-2019 school year and is currently tracking at a lower deficit of approximately $1.9 million.  CSISD has historically underspent its budget as shown in the chart below.

The projected tax rate for the 2019-20 school year is $1.252.  HB 3 compressed the maintenance and operations rate from $1.04 to $0.97.  In addition, some of CSISD’s bond debt is being paid off and the interest and sinking tax rate is projected to drop from $0.332 to $0.282.  The total tax rate is projected to drop 12 cents from $1.372 to $1.252, or an 8.7 percent decrease in the tax rate.  A homeowner with an appraised home value of $300,000 would see a savings of $330 annually due to the lower tax rate.

The 2019-2020 budget and tax rate will be adopted at the August board meeting.

REGULAR MEETING

Approved the Order of Election:  The CSISD Board of Trustees approved an order calling a general election for November 5, 2019.  The CSISD Board of Trustees is made up of seven at-large, three-year positions.  Places 3, 4, and 5 are up for election this November.  

Election packets for individuals wanting to run for the College Station ISD Board of Trustees can be picked up at the CSISD Administration Building (1812 Welsh).  The first day for candidates to file to run for one of the three positions is Monday, July 22.  The filing deadline is Monday, August 24 at 5 p.m.  For additional information, please contact CSISD Election Clerk Cari Horn at (979) 764-5455 or [email protected].

Approval of new administrator contracts:  The board approved the hiring of the following administrators.

  • Eric Eaks - Director of Fine Arts
  • Bobbi Rodriguez - Social Studies Coordinator
  • Brittany Cain - Pecan Trail Intermediate Assistant Principal
  • Anne Scott - A&M Consolidated High School Assistant Principal

Purchases/Bid Approvals:

  • Approved payments for 2017 Medicaid Cost Report Settlement fee in the amount of $62,106.05 to Lone Star Educational Billing Services for SHARS reimbursements using the 2018-19 general fund.
  • Approved the request for proposal for vending machines to Bryan Coca-Cola Company and PepsiCo for 2019-2020.

Approval of Superintendent Contract:  After briefly meeting in executive session to discuss the contract of Superintendent Dr. Clark Ealy, the CSISD Board approved a 2% increase in total compensation and added an additional year to his contract.  The action extends the terms of the contract by one year to June 30, 2023.
