COLLEGE STATION, Texas – The College Station ISD Board of Trustees met Tuesday, August 17.  The following discussions and actions are of note.

WORKSHOP

Discussion Regarding policy EIC(LOCAL) -- Academic Achievement and Class Ranking:  Led by Executive Director for Secondary Education, the board received a presentation regarding board policy EIC(LOCAL), which outlines academic achievement and class ranking.

The board will be asked to approve an ad hoc committee at its September to examine CSISD board policy EIC(Local) and determine whether any changes need to be recommended for consideration by the board.

Any potential changes would be implemented with an incoming freshman class and no current high school students would be affected by any potential changes.

MEETING

 Chartering committee for evaluating employee healthcare options for the 2022-23 school year:  The board approved a charter of an ad hoc committee and its membership to explore employee healthcare options.

The passage of Senate Bill 1444 in the last legislative sessions resulted in the expansion of healthcare options for public school districts across the state.  Districts who are current Teacher Retirement System ActiveCare participants will be allowed to opt out of the participation in the program during future plan years.

The purpose of the 2021 CSISD Employee Healthcare Committee is to evaluate new options resulting from SB 1444 and make recommendations regarding the best course of action for meeting employees health care benefit needs in 2022-23 and beyond. 

Resolution to extend employee leave provisions related to COVID-19:  The board adopted a resolution to extend the leave benefits due to the COVID-19 pandemic for employees who are diagnosed with COVID-19 or has to care for an immediate family member who is diagnosed with COVID-19.

The benefits expired in on December 31, 2020, but the board adopted a resolution originally extending the benefit through June 30, 2021.  This resolution extends the benefits through December 31, 2021.

The benefits include up to 80 hours - or two weeks - of paid sick leave at the regular rate of pay.  Employees who have previously exhausted leave under the FFCRA are not eligible for additional days under this resolution.

Approval of 2020-2021 budget and tax rate:  After five workshops discussing the 2021-2022 budget and tax rate, the CSISD Board of Trustees approved the two items.

The combined tax rate will be lowered $.0138 from $1.229 per $100 of valuation to $1.2152. Since 2017, the CSISD tax rate has been lowered by $.1828 - or 13.1 percent.

The adopted budget reflects an overall deficit budget of approximately $2.909 million for the General Fund.  The deficit budget will be covered by the district’s fund balance.

Despite adopting deficit budgets in recent years, CSISD has traditionally ended the year with an audited surplus.  The adopted budget versus final audited financial statements for the last six years are listed below.

Contract renewal for property, casualty, general liability and auto insurance:  The board approved a contract for its annual property, casualty, general liability and auto insurance.  
 
 Each year ANCO Insurance receives bids and solicits proposals on behalf of CSISD and makes a recommendation on the best package available on the open market.
 
 Because CSISD has a high value of insured property, (more than $550 million) the property and casualty insurance is a “layered” program, with multiple companies covering certain amounts of property.
 
 ANCO solicited bids from a total of 59 insurance carriers that bind coverage for large commercial customers, including school districts.  
 
 After review of quotes and proposals, ANCO recommended the district renew coverage for the 2021-22 school year with AXIS. Lexington and Berkshire for the layered program, AIG for the school leaders liability coverage, Travelers for the commercial auto and general liability coverage, and Mid-Continent Insurance Company for underground storage tank liability coverage.
 
 The insurance market has seen a dramatic increase in premiums over the past several years, particularly in high-value commercial policies.  In total, the district’s insurance premiums total $1,674,338, an increase of $430,885.
 
 Purchases/Bid Approvals:
  •  Approved the renewal of PowerSchool Software Maintenance and Support in the amount of $171,242.96 for the 2021-2022 school year to be paid for using the 2021-22 general fund.
  •  Approved the renewal of a software license for Cardonex from Education Advanced for $57,667 using ESSER III funds.
