Note:  This is an overview of some of the items on the May workshop and meeting agendas. This recap does not include every item on the agenda.  COLLEGE STATION, Texas – The College Station ISD Board of Trustees met Tuesday, May 16.  The following discussions and actions are of note. 

 WORKSHOP

 Long Range Facility and Bond Planning Committee Recommendation:  Dr. Lizzy Johnson from TransCend4 Consulting and Long Range Facilities and Bond Planning Committee members Rick Bennett and Kim Ege presented the committee’s recommendation to the board.

 The 48-member committee met six times in April and May, and ultimately recommended the board call a bond election for November 7, 2023, to include projects totalling $350.862 million.

 The deadline for the board to officially call the election is August 21, 2023, meaning the board will have until that date to discuss the recommendation before taking action. The board will receive a presentation from CSISD administration in June detailing the proposed projects, proposition options, and tax implications.

 The recommended projects include:

  •  Districtwide Safety - $5 million
  •  Renovations to Rock Prairie Elementary - $13.82 million
  •  A&M Consolidated HS Additions and Renovations - $50,751 million
  •  Phase II College Station HS Additions and Renovations - $62.256 million
  •  Phase II Career and Technical Education Center - $32.150 million
  •  College View HS Cosmetology Lab - $1.355 million
  •  Middle School Athletic Field Renovations - $13.160 million
  •  Tiger Stadium Fieldhouse Additions and Renovations - $11.352 million
  •  Tiger Stadium Renovations - $20.100 million
  •  Cougar Stadium Renovations - $7.020 million
  •  High School Baseball and Softball Renovations - $13.270 million
  •  Central Office Additions and Renovations - $31.111 million
  •  Transportation - $11.245 million
  •  Technology - $28.272 million
  •  Deferred Maintenance - $45 million
  •  Land Acquisition - $5 million

 Superintendent Search Survey and Focus Group Feedback:  Dr. Brad Lancaster, representing the board’s superintendent search firm N2Learning, presented personnel and community feedback results.

 Using the feedback from four employee focus groups and a community-wide online survey, N2Learning developed a CSISD Superintendent Leadership Profile.

 Discussion related to the 2023-24 budget development process:  Chief Financial Officer Amy Drozd provided preliminary information for the development of the 2023-24 budget, with the understanding that 2023 is a legislative year, and there is associated uncertainty about changes to the school funding system at this time.

 Preliminary assumptions include an enrollment increase of 1.6 percent, an 18.22% increase in property values, and the total property tax rate will continue to decline due to required tax rate compression with or without new legislation.

 The final budget will be adopted in August, and there will be additional information provided each month during the workshop sessions.

 MEETING

 Approval of New Administrator Contracts:  The board officially approved the contracts of four new administrators.

  •  Katherine Allen - Principal, College Hills Elementary
  •  Joshua Rhine - Principal, College Station Middle School
  •  Blake Rice - Assistant Principal, College Station High School
  •  Elizabeth Ortega - Assistant Principal, Wellborn Middle School

 Purchases/Bid Approvals:

  •  Approved the purchase of Eureka Math consumable instructional materials from Great Minds PBC in the amount of $335,987.78 using TCLAS grant funds.
  •  Approved the purchase of cafeteria tables for Pebble Creek and Southwood Valley Elementaries from Today’s Classroom in the amount of $54,797.80 using the 2022-23 general fund, the 2022-23 child nutrition fund and campus activity funds.
  •  Approved the purchase of and installation of playground rubber surfacing material for Greens Prairie, South Knoll, and Forest Ridge Elementaries from Heartland Park and Recreation LLC in the amount of $304,065 using 2021 bond funds.
  •  Approved the purchase and installation of two air conditioning chillers for Southwood Valley Elementary from Entech Sales and Service in the amount of $234,899.10 using 2021 bond funds.
  •  Approved the purchase and installation of two heating unit boilers for Southwood Valley Elementary from Entech Sales and Service in the amount of $96,062.10 using 2021 bond funds.
  •  Approved the contract to Conlee-Garrett Moving & Storage for the moving of furniture and equipment related to the renovations at A&M Consolidated High School and Southwood Valley and Pebble Creek Elementaries for an amount not to exceed $205,340 using 2021 bond funds.
