Legislative Update

Special Session Updates

Governor Greg Abbott has called a 30-day special legislative session beginning July 21, 2025, with 18 agenda items. We will be following items related to public education including:

  • Eliminate STAAR Test

  • Cut property taxes

  • Ban tax-payer funded lobbying

In total, more than two dozen bills related to public education have been filed during the special session.


SB 12Tax-Payer Funded Lobbying (Middleton)

Passed out of State Affairs Committee 7/22

  • Prohibits political subdivisions, including school districts, from using public funds to hire registered lobbyists or pay dues to associations that engage in lobbying activities.

  • Allows officials to advocate with legislators in their official capacity but restricts the use of outside representation. 

  • It includes enforcement provisions that allow taxpayers to file legal challenges against violations.

SB 12 was heard in the Senate State Affairs Committee on July 22, 2025, and was reported favorably without amendments. As of now, it awaits further action by the full Senate. The bill is part of Governor Abbott’s official call for the current special session, making it eligible for consideration.

Impact of Public Education

SB 12 would prevent districts from paying membership dues to education associations that provide legislative updates, legal guidance, and representation at the Capitol.
